DRR Technical Officer (Disaster Risk Reduction)

Since inception in 1995, EKTA remained committed to addressing the most pressing issues in the rural tribal areas of Odisha – advancing sustainable livelihoods, upholding child rights, fostering inclusive development for persons with disabilities, and strengthening community health management.

The DRR Technical Officer will lead Ekta’s work on disability-inclusive Disaster Risk Reduction (DRR) in alignment with the Ekta-HI strategy. The role focuses on strengthening community resilience in project areas that are increasingly vulnerable to climate change and disaster risks, ensuring inclusion of persons with disabilities and other marginalized groups.

Main Responsibilities and Tasks Key:

  • Provide technical guidance for planning, implementation, and monitoring of disability-inclusive DRR interventions
  • Support development of community-based DRR plans, early warning systems, evacuation planning, and disaster preparedness strategies
  • Ensure disability inclusion, accessibility, and participation in disaster preparedness, response, and recovery activities
  • Build capacity of community institutions, Panchayati Raj Institutions (PRIs), local governance bodies, and frontline workers on inclusive DRR approaches
  • Coordinate with government departments, State and District Disaster Management Authorities, and humanitarian actors
  • Conduct needs assessments and risk analysis across geographies in three states, including coastal and disaster-prone regions, to identify priority DRR interventions
  • Explore engagement with potential donor agencies for DRR projects, including concept development and proposal support
  • Integrate DRR components within CBR, livelihood, education, disability inclusion, and climate resilience programs
  • Document evidence, learning, case studies, and good practices to strengthen Ekta’s DRR advocacy, reporting, and policy engagement
  • Support community awareness activities on disaster preparedness, climate resilience, and inclusive response mechanisms
  • Support implementation of the MEL framework, ensuring collection and analysis of data relevant to project indicators and results
  • Monitor quality and inclusiveness of project activities through regular field visits, beneficiary feedback, and data verification
  • Participate in regular project review and coordination meetings to improve adaptive management
  • Ensure effective use of data collection tools and adherence to data protection protocols
  • Support timely and accurate reporting of activity results, beneficiary reach, and learning
  • Maintain up-to-date beneficiary records related to DRR and AA services and track individual and household-level outcomes

Educational Qualification

  • Master’s degree in Disaster Management, Environmental Studies or related fields
  • Specialized training or certification in Disaster Risk Reduction, Climate Change Adaptation, or Humanitarian Response will be an added advantage

Experience

  • Minimum 3 years of relevant professional experience in DRR, climate resilience, humanitarian response, or development programs
  • Experience working with persons with disabilities or marginalized communities in disaster-prone settings is desirable
  • Experience in project design, proposal writing, donor coordination, and reporting will be an added advantage

Skills and Competencies

  • Strong understanding of disability-inclusive DRR frameworks and community-based approaches
  • Ability to develop DRR tools, guidelines, training modules, and technical documents
  • Good proposal writing and analytical skills
  • Strong coordination, facilitation, and stakeholder engagement skills
  • Proficiency in computer applications (MS Word, Excel, PowerPoint, email)
  • Ability to work independently in field-based and multi-stakeholder environments

Language Requirement

  • Proficiency in Odia, English, and Hindi (spoken and written)

Travel Requirement

  • Willingness to travel 25-30% of working days per month across project locations
